Software to import, queue and play video clips

This is a pretty niche request so Im hoping someone can help :)

Im looking for software that allows importing of video clips burnt from DVDs or downloaded from web (inc. youtube).

I also need to overlay a variety of frames around the video with transparency so it looks like the edges of the clips are rough/cut/bleeding etc

The compilation of clips will be queued and projected onto a wall.

Any ideas?
