I am looking for a TAPI modem that will work with Windows 7 32BIT. I am currently exploring writing a program so that my disabled wife can use the PC to answer and make phone calls. I would like to use SAPI in conjuction with TAPI. Can anyone recommend a good TAPI modem for one phone line , that will work with WIndows 7?

It's going to be difficult to find a TAPI modem with decent voice capabilities and a working TAPI driver at this time. Most of the PC hardware will be dedicated telephony boards, and the price is going to be prohibitive. I would also recommend looking into using VOIP phone service. Also check out Tropo or Twilio for web-based telephony service with APIs you can use to write a custom application.

Take a look at some of the cards listed at http://www.ivrsoft.com/telephony-boards.htm or http://www.asterisk.org/support/hardware. I know Brooktrout used to make a developer card with a single port. I stumbled on http://www.teleks.com/ and they seem to sell used cards at a discount. Sorry, I have no hands-on recommendation for you. Have you considered using a VoIP phone service and avoiding the special interface card?
you may also want to consider UCMA and/or Lync. I believe people will be offering hosted Lync services. Or if you prefer Linux, look into Asterisk. You might find one of these systems provides some of the features you are looking to build.
