When I start my computer it shows the standard Toshiba loading screen and then, when Windows would normally start, it is just blank with a cursor blinking in the top right corner and eventually (after a minute or so) restarts (although sometimes it just sits there). No lights are turned on r blink except for the power light (and plug/battery if it's plugged in) and there are no beeps. I can boot to CDs/USB just fine and the hard drive is accessible and appears to be working. I ran the Startup recovery tool on the Vista disk but it didn't detect any errors.

I can't figure out what the problem is and any help would be greatly appreciated, thanks!

Edit: Not sure if it's a question but it passed memtest.

Have you tried disabling 'auto-reboot on system failure' to see if a blue screen comes up? Does Safe Mode work? – techie007 Jun 7 '11 at 21:04
I can't find that option in the BIOS, and no, no safe mode. Sometimes it doesn't reboot, just sites there with a blinking cursor. – Michoel Jun 7 '11 at 21:11
