I have been very happy with yEd Graph Editor as an alternative to Visio. It is available free of charge.

+1 It has its quirks but I've done all my network diagrams with it. – Linker3000 Jun 8 '11 at 12:57

If you're looking to share the UML with other people so they can work on it, http://www.gliffy.com/ might be a solution.

We use Rational Rose, heavyweight, not cheap in price or learning curve. Suitable for enterprise use.

I would have suggested Kivio, but seems not ready for prime time.

I've been using Violet UML which is simply a .jar file to generate rather simple UML diagrams. You should give it a try.

I use Creately to draw UML diagrams. It supports all the major UML diagrams types, have plenty of templates to get started quickly and has real-time collaboration to work with others. It has a public plan so you can always try it out and decide whether it suites your needs.
