The other day I was thinking of a ("little"?) project making an iOS app for in-house use. The project I had in mind requires 50m precise GPS positioning. This alone can sometimes be difficult outside, but is even worse inside.

So, my question is: Is there any hardware which can simulate a GPS satellite? For example, if I were to own a mall I could install the device in my mall, or in an event center etc.

I very much doubt you can legally do this, without first jumping through a great number of hoops.

My basic understanding of the roots of GPS lead me to believe that's a heavily regulated space and various international organizations are probably tasked with keeping the GPS channels as clean as possible. This gives a little bit of supporting evidence.

As for doing it less legally, I suspect it's pretty easy, if you know what you're doing. A bit of googling by me didn't turn up much, but if you learn a lot about how to make general transmitters and then learn about the specs of GPS, you can probably sink a ton of time in to it, and maybe get somewhere. I hear rf is actually extremely difficult to master.

Why can't you just use a regular GPS receiver? Perhaps this, for example: sparkfun.com/products/9436 – Doc Jul 4 '11 at 15:04
Because GPS receptions within a building can be quite poor. And I do not want the consumer to have to buy extra equiptment in order to find out its exact position. – Paul Peelen Jul 4 '11 at 18:42
