So. I tried partition my disk using Disk Utility for loading the operating system in the partition drive and installing it. But partition failed, and I could not do that.

I tried Remote OSX install from another computer, my MBA crashes with error Hold Power Button to shutdown

I dont have a super drive or 8 gigs hard disk. Could someone suggest me some way to install Snow Leopard OSX on my Macbook air ?

Something's seriously wrong. Do a hardware check, or bring it into an Apple Store or to an Apple Authorized Service Provider. – Daniel Beck Jul 4 '11 at 7:39

If you are OK with deleting everything on your laptop, then try creating a Partition Table first.

if your laptop is less then a year old then bring it in to a apple store and see the problem is covered by the warranty. if it is not you'll have to pay to get it fixed.
