I use FastStone Capture under Windows to do screen capturing, cropping, editing, annotation with great ease.

You can do the basic work with stuff built into OS X. There are standard short cuts for grabbing a region, window, screen, etc -- see Taking Screenshots in Mac OS X. The Preview app has basic annotation capabilities. See this blog post for a screencast demonstration. | |||||||

I use Skitch since 2007. At one point, some functionality required a one-time fee or subscription†, but in August 2011 Skitch was acquired by Evernote, and now is free again. Though I still use it a lot, seeing its built-in arrows and font outlines all over the web actually annoys me a bit after all those years. But the font outline can be changed and its support for transparency and pressure-aware pen tablets is very good: freehand circles and arrows are easy! Odd: the text is always on top; I could not find any way to change the order. Note that Apple's Preview has nice support for annotations as well, but Skitch always allows one to change or remove the annotations at a later time, which Preview does not. † For years it was unclear what features would be included in the paid version after the beta. In December 2010, some features were removed from the free version, and then for some time only a free version and a $20 yearly subscription were available. Bad move. In 2011 this was been replaced with three versions: Skitch Lite (free), Skitch ($10) and Skitch Plus ($20/year). All history now. | ||||

Imagewell is very good at taking images and very quickly editing, cropping, annotating them and saving them out to various sources (FTP, flicker, imageshack support etc).
I also use imageoptim to crush my PNGs to save on bandwidth. | ||||
