My friend posted this picture of his desktop on Facebook:

Now I kinda want my desktop to look like that as well. Can anyone tell from the visuals what he's using or have an idea how I can get started moving in that direction?

You would need to use one of the Windows customizers in order to make your Windows look and (maybe) act like Windows 8.

That is the Windows 8 desktop. Since you're probably not running Windows 8, you'll need to choose a desktop skin/theme system which someone has built a Windows 8 theme for.
