My 64 bit Windows 7 Pro Thinkpad (t420s) laptop seems to have its backup system in a screwed up state. Probably (partially) my fault, but I'm not sure how to fix it.

I had Acronis Home backup installed, and I had EaseUS ToDo backup installed, but I've uninstalled both, and I've even run the Acronis website "complete remover" tool to expunge Acronis completely.

But the Windows 7 backup system still won't load and in the Action Center under Maintenance for "Backup" it says on the right hand column "Backup in Progress"

I've tried booting with all services disabled to see if that fixes it, but then the backup subsystem is just unavailable. So then I tried booting with only services that are backup related turned disabled (via msconfig) but that doesn't change the message.

When I click on Backup and Restore off the start menu, literally nothing detectible happens. I watch task manager to see if even a flicker of a backup app appears, but I can't catch one.

I've googled around for this problem but the problems that feature common key words but the results do not seem to relate to my problem. So I'm hoping someone here has some additional debug steps or other suggestions for how to figure out how to get my system back to a state where Windows backup will work. Help!
