I'm running Ubuntu 11.04 but Unity is not starting when I boot. How do I start it? How do I make it open on startup?

I tried removing and reinstalling unity

sudo apt-get remove unity
sudo apt-get install unity
unity

but even when I ran these I didn't see Unity start up. (It may have been running in some sense, but a UI feature you can't see isn't worth much.)

Alternately, do the same for gnome-panel -- as long as I have some way to see what programs are running and switch workspaces. Right now 100% of my screen is the desktop.
