I found one called Paint.Net, but I'm looking for a better one.

Highly subjective question. What is "a better one"? A lot of people would argue that Paint.Net is "good enough", while some might think Photoshop is unbeatable. – TFM Jul 23 '11 at 14:08

GIMP (GNU Image Manipulation Program) might be a good bet. The latest version is 2.7.2 and supports Linux, XP, Vista, 7, Mac OSX, Solaris and FreeBSD.
