I would like to extend the duration of tooltips (specifically in Safari for reading XKCD). I've seen a few plist values which allow you to adjust other aspects of tooltips such as the initial delay. Is there any way to lengthen their duration?

The commercial utility MacPilot from Koingo Software enables you to specify the tooltip display delay in milliseconds. It also provides a graphical user interface for a great deal of system customization functions that you would otherwise need to perform with the command line.
