I want a program that will allow me to bind programs, keystrokes, and mouse strokes to keys like Alt-X. Like Launchy, but better.

For example, I would like to (1) automatically open a particular file in Excel; (2) automatically open a Message in Outlook; (3) automatically insert my signature in any Notepad, Word, etc. document.

Google desktop does that stuff now, but I still use Launchy.

EventGhost (supports python scripting, remotes, etc.)

Clavier+ (more lightweight but may still fit your needs)
