In an article, I've read a high definition DVD is about 15 GB on single sided and about 30 GB on double sided disc. so I'm a bit confused, is DVD movie on dual layer DVD disc of capacity around 8 GB and size of 8 GB considered to be a standard definition or high definition?

DVD is standard def, 480p. Systems that claim to upscale it convert on the fly, but it is not truly 1080p or 1080i from the source. The Dual Layer part just makes the disk able to hold more content

HD-DVD and DVD are completely different formats. HD-DVD was a competitor to bluray. DVD normally contains 480p content which is considered standard def, while HD-DVD and bluray have 1080p, 1080i, or 720p High def content.
