I can't enable Internet Explorer 7 with the Utilu IE Collection. I have Windows 7 64-bit. What can I do?

Since the Developer Tools allow you to change the Rendering Engine, this is unnecessary.

You have all render engines available in IE9 and for Javascript you should be using a framework rather than wasting time on rolling your own code. Given these two things I don't see why I should have a bloated collection if IE9 already provides me with enough, and it is being used by web developers.

Frameworks are intended to cover multiple browsers; one should not only support HTML5 unless he is explicitly targeting a device that only uses that language, given that it is still a technical review. Parsing errors take place because of syntactic mistakes and have nothing to do with the browser version...

Run something else.. since the Utilu website explicitly says IE7 won't run on windows 7 64 bit on their website. On the other hand, i do believe you can run the IE7 rendering engine on ie8, which does run natively on windows7 64 bit using compatability mode -> tools -> developer tools "browser mode" , without any additional software.
