DLink DSL 2640U doesn't port forward, even if set up correctly

Question

Right, here is the screenshot of my virtual server settings:

Port scan of server (192.168.1.3)

Port scan of router (192.168.1.1)

Port scan of router (external IP)

What can be wrong? Port checking externally says that the connection is refused.
