I'm a broke college student(computer science) and can't afford to buy a mac, but I would like to learn to develop on iOS. I've heard it is possible to install Mac OS on a non-mac if the hardware is similar enough. I would like to know if it is possible to set up a dual boot with Windows 7/Mac and if so, what step/requirements do I need to follow to achieve this.

Installing OS X on hardware other than Apples is against the OS X EULA. SU is not the place for questions like that. Save yourself some time and keep it legal since you might want to sell your software some day, buy a used Mac that is in your price range. – Dustin G. Sep 2 '11 at 4:28
