I was testing a new policy configuration, but now two laptops are unable to open a new window in Internet Explorer. The two laptops have different policy configurations, and on one I was able to solve the problem by changing User Configuration -> Administrative Templates -> Windows Components -> Internet Explorer -> Browser Menus from enabled to disabled. Now, on the other laptop, same installation, different policy set, this policy is also disabled. Yet, when a link wants to open in a new window, it is rejected, telling me "This operation has been cancelled due to restrictions in effect on this computer." I'm referring to links which are configured to open in a new window: <a href="#" target="blank">#</a>

EDIT: The solution was a reboot. Somebody else worked on the laptop before me and he had set the policies to not configured instead of disabled, leaving me thinking they weren't touched. I should have thought to reboot earlier..
