Is there a good (free / open source) application out there to take notes on a PDF?

I'm looking for a pdf software that has the ability to edit documents (besides reading) as well for the purpose of adding notes, highlighting some important phrases and the like.

Any recommendations ?

For Linux, there's pdfedit and Inkscape for full fledged editing.

If you're just taking tokes and highlighting, check out jarnal.
