I need to block access temporarily to a server to do some testing. I tried adding an outbound rule to block all ports with the remote IP address of the server on the Windows Firewall, but I can still communicate with the server.

You declined to mention which protocols you blocked. Windows communicates with several protocols, including TCP/IP (v4), IPv6, and UDP, to name just a few. If I were you, I'd unplug the server from the network. – Randolph West Sep 9 '11 at 17:41
