I have a desktop PC which has an integrated Intel 82865G graphics card, and only PCI slots on the motherboard. I cannot stick another graphics card in it.

Can I get a working driver for Windows 7?

It looks like there are no official drivers. A quick Web searching leads me to the following Intel Tech Note - see below.

You can get PCI graphics cards so are you sure you cannot add a graphics adaptor?
