Does software exist that, given an image, will produce the audio properly formatted to be received by another fax machine and produce the same image?

I'd like to use this to send faxes through Twilio's Phone Call API.

"Produce the audio" is called "modulation", and is typically done by hardware called a "modulator". Software that accompanied phone modems often had functionality to use the modem + PC as a fax machine substitute. – sawdust Oct 5 '11 at 22:51
I doubt that VoIP can provide a digitized phone sample rate equivalent to 64kbs. – sawdust Oct 5 '11 at 23:03

Fax signals are two-way (there's a handshake to negotiate the modulation type and rate), so it's unlikely you can play an audio file to a fax machine to get it to print a fax. Reading about fax servers or T.38 may be helpful alternatives, but I don't know about them. – Bavi_H Oct 6 '11 at 2:32
