Can I just install Macintosh OS X on any laptop? What is the last version of Mac OS? I am totally new to Mac world but I would like to develop HTML5 apps for iPhone and there is a simulator only working on Mac.

No, you can't just install OSX on any PC. It has to be a Mac.

It's both expressly forbidden in the OSX terms and conditions and not possible without modifying the installer.

Through normal means, you can't install Mac OS X – the operating system for Macs – on any PC. OS X needs to be installed on Apple hardware or, in the case of OS X Server or OS X Lion (the latest version), within a virtual machine, running on Apple hardware.

Anything else is against the EULA and not possible without hacking.

Subject to the terms and conditions of this License, unless you obtained the Apple Software from the Mac App Store or under a volume license, maintenance or other written agreement from Apple, you are granted a limited, non-exclusive license to install, use and run one (1) copy of the Apple Software on a single Apple-branded computer at any one time. For example, these standard single-copy license terms apply to you if you obtained the Apple Software preinstalled on Applebranded hardware.
