Looking for the tiniest program that can fill out a PDF form with fields and then saves it. There are a few online services that do this, but I am looking for something local on the computer (Windows). PDF-exchange viewer is too big.

He did mention "tiniest" - which means it standards are not set in the question, bring on the smallest PDF form filler you can recommend. – caliban Sep 2 '09 at 20:52

I vote for Foxit PDF reader.

Use v2.3 - it's about 3.4 MB (downloaded).

Definitely can fill PDF forms.

Be careful to not install any of the crap Foxit usually asks you to install as well.
