Outlook 2010 using MSG file as template does not send attachment

Question

I saved several ".msg" files on my network. I open them with Outlook 2010, ensure the recipients list is correct, then attach a file. When the recipient gets the message, there is no attachment. Anybody know why?

• Server: Exchange 2003
• Client: Outlook 2010
• MSG files were also saved using the same client
