Most files on the system have one header like so:

~3 minutes past GMT 0:00, as I understand it. Then there is one at 1:55 GMT
#Software: Microsoft Internet Information Services 6.0
#Version: 1.0
#Date: 2011-10-11 01:55:18
#Fields: time c-ip cs-method cs-uri-stem sc-status sc-win32-status
Does this mean somebody restart the service/server/machine?
