When I use a German Version of Windows XP and run a 16 bit application on it, the German keyboard layout is used per default.

But when I use a German Version of Windows 7 (32 Bit), the American keyboard layout is used. If i want to use the German keyboard layout I have to open a command prompt and type in kb16 gr and then run the program from that command prompt.

Is it possible to execute this command always before a 16 bit application is run? Or are there any other ways to set the German keyboard layout as default for 16 Bit applications?

Check if the language for non-Unicode programs is set to German.

This does not change the keyboard layout for 16 Bit applications. – Norbert Willhelm Dec 25 '11 at 14:59
What language version of Windows do you have? – kinokijuf Dec 25 '11 at 15:02
It's a German version. – Norbert Willhelm Dec 25 '11 at 16:32
Tell me what languages you have on each tab of Regional Options dialog. – kinokijuf Dec 26 '11 at 11:36
In each tab the selected language is German even for non-Unicode programs. – Norbert Willhelm Dec 26 '11 at 18:05
