I have a couple of folders under %appdata%\Microsoft\Windows\Start Menu\Programs which looks like:

In the image, we can see that one of the folders has a different icon. Initially I was thinking it is a different status in share which results in the different icon, but after inspecting it, it doesn't seem to be the case.

Does anyone know what does that icon mean/represent?

That icon is for folders that have been shared and can be accessed by other users of the computer and network. More information on folder sharing in Vista is available from MS here.

The icon will be shown for folders that are accessible by Users:

Revoking the Users permissions will basically change the icon of the folder.
