I was inspired by this http://vimeo.com/30649822 It appears he written a program using kinect to for mic input and it executes various commands.

Is there an existing program i may use which uses a standard mic?

Are you looking for a program like Dragon NaturallySpeaking? Note that Windows 7 contains a speech recognition feature as well. – DragonLord Oct 22 '11 at 17:35

You could try e-Speaking application to control the computer. But it wont speak with you like Glados, the application uses Windows default voice (Microsoft Sam etc).
