The power cord LED is off.

Turning the laptop off and on again helps.

BIOS version is A07. Laption is running Windows 7 64-bit.

What could that be?

I could be many things based on the info provided. Have you considered trying a few things? Disk Checks? Dell diagnostics? Voltage checks? – techie007 Nov 9 '11 at 12:35

It sounds like a hard drive failure, your question title sounds more like a BIOS configuration problem.

Have you checked internal Hard Drive connectors? Have you tried the hard drive in another PC/laptop/external caddy? Have you tried a working drive in the laptop?

All things i would try, if you want more details there's 101 articles on here aswell as millions of other forums with people with hard drive problems and the steps taken to resolve them. :)
