I'm using Windows Server 2008r2 with CyberLink PowerDVD 11 Ultra. When loged in as Administrator I am able to play Blu-ray films however, as a restricted user Power DVD gives the error:

Similarly CyberLink's BD & 3D Advisor app doesn't detect the disk drive as being a Blu-ray player when on the user account but does when run as Administrator. I've read it may be an issue with needing direct access (SCSI) to the drive which is disabled to standard users due to not going through the file system? Is there a policy/registry value somewhere I can change to grant user accounts the required permissions?

It's a Samsung SH-B083L drive with the SB01 firmware.
