I usually format discs in Windows via "Disc Management". I never had an error message in all the time I've been doing this.
How does Windows report error during formatting (I mean full format)? Does popup dialog appear and formatting stops until you acknowledge dialog? Or does it just quietly mark sectors as bad and continues formatting?
