It seems that Firefox can only cache a file which is larger than 15 or 16kb. If the file size is too tiny, it will not be saved into the cache folder. (from about:cache it said "file on disk: none").

Can someone tell me what's the "about:config" setting I can use to force Firefox to save tiny files on disk?

Are you in control of the resource on the host? Caching is mostly controlled by the server serving the resource, not so much by your personal cache settings. – Cixate Dec 1 '11 at 3:47
