Looking for a program to create test and do exams

Question

I am looking for a program to help my little brother to study english. I am looking for a program with these features:

free or an open platform
Able to create your own test
Able to do exams (based on the test you created before) using by writing the answer through the pc
Create bench test of vocabulary. For instace for a given spanish word, the student has to write the word in english.
Generation of statistics

Thank so much for helping me to teach english (or at least, to try it) to my brother.

generate statistics- Well, if you're just teaching one kid and you are a good teacher, you should be able to monitor how he is doing yourself far better than any statistic. You should be able to mark the test and see where his weak points are and make notes far more useful than any statistics.

I use Mnemosyne which does spaced repetition, meaning even well memorized words will show up again, albeit in decreasing frequency.
