There is a tool from Microsoft called "Virtual CD-ROM Control Panel". I must warn you though that it is very very not user friendly.

WinCDEmu is a very simple yet handy one-click CD/DVD emulator for Win32/Win64 platforms. Supports ISO, CUE, IMG, BIN and RAW formats. WinCDEmu open source. Pismo File Mount Audit Package allows you to mount the contents of ZIP, ISO, Compact ISO, Compact File Set and Private Folder files to the file system as virtual folders. Through my years of XP I have found that these are the not only some of the easiest tools to use, but also the most stable. Not just through use of my own machine but through many client machines over various sites. Both are free and regularly updated.

Maybe look at the Gizmo Central. It is freeware and includes also Gizmo Drive - a nice and handy tool to mount ISO-Files. The other tools (you can uninstall them) are also very nice.

7-Zip has the ability to extract the contents of an ISO file to a directory. For some uses (e.g. making application installers available over the network) this may be preferable to mounting the ISO file.

You can also use POWERISO, which will extract all the files from the .iso image to whichever directory you set up. This way you don't have to run a virtual drive. The trial version expires in 30 days.
