This is probably common sense but I like to make sure.

Is unplugging just the power supply/cord from the video card (while keeping the video card installed) provide the same energy saving effect or do I have to completely remove the video card from its slot? I'm having the impression that if it's still on its PCI-E slot it's probably consuming some power even though it's power cord is detached LOL.

I ask because some low-end video cards doesn't really have it's own power slot, but mine does.
