This site is not for making recommendations. superuser.com/faq read the "it is not about" section – EBGreen Dec 13 '11 at 16:40
That's very vague. Do you expect a list of "I like this one" "no this one" ? What are your needs ? What is the price range ? Which performances do you expect ? Be more precise. – Ravachol Dec 13 '11 at 16:41
I don't think you can get an Android phone without WiFi support to be honest. Just about any Android phone should do. Also, it would be wise to make your application work with 2.2+, not 2.3+ (unless specific features are required, but 2.2 has full TCP/UDP support). – Breakthrough Dec 13 '11 at 16:43
you right about wifi, please see my edit. – Yosef Dec 13 '11 at 16:46
@Rav These are good suggestions, but the question is entirely off topic – slhck Dec 13 '11 at 17:40

You're basically looking for the Android equivalent of an iPod touch (which is strikingly like an iPhone, only without the ability to make phone calls).

I found a quick reference here. It looks like the prices range from < $100 to about $300.
