I have a strange issue here. On my sony Vaio notebook, I have the highest resolution (1920*1280) set as default, but everything too small so I tried decreasing the resolution. After doing this the desktop area used only gets smaller, but everything remains small. That is, the monitor is not rescaling based on the new resolution to fill the monitor.

There may be a scaling option in the BIOS.

Instead of lowering the monitor's resolution you could try increasing the size of fonts in windows. If you're running Windows 7, you can follow the instructions on Microsoft's website here: http://windows.microsoft.com/en-US/windows7/Make-the-text-on-your-screen-larger-or-smaller.

To fill the entire desktop area at lower resolution (on a VAIO VPCF23C5E with NVIDIA graphics driver): go to NVIDIA Control Panel, in the left column go to Display, select 'Adjust desktop size and position', then under the second option 'When using a resolution lower than my display's native resolution' select 'Use NVIDIA scaling with fixed-aspect ratio' or 'Use NVIDIA scaling'. In the latter case the desktop is always fully filled but letter may be stretched. In the first case you may get black bars if you've selected a resolution that doesn't match the aspect ratio of you display. Default this setting is on 'Do not scale'.
