Are there any free traffic-shaping utilities (similar to NetLimiter) available for Windows?

@MajkelDzekson: I understand your trouble but you can accept my anwser to get some points. Actually it's a soltion for your problem (it's free and iptables has a tc functions). You can install a virtualizer solution and run Linux with iptables and write your own traffic shapping script. Then you can connect your Linux to the internet and your Windows to Linux everthing on the same box. What you get is a very secure (Linux) and very flexible (iptables) traffic shapping connection to the internet for free. You can even use Linux to surf the internet and save all the files to Linux if you are really paranoid. A less time-consuming, perhaps more efficient but not free alternative is cFos-Speed. But it's cheaper then NetLimit and Traffic-Shaper XP and it has a very good reputation. It's also very stable and has a nice frontend. IMO it's worth to mention. @MajkelDzekson: You can dl an vmware linux image and install it in a minute. An iptable script is easy to write and there are plenty of them in the internet. – David Dec 25 '11 at 13:05
