(According to Windows Vista), I have a Compaq Presario C500 laptop with a 32-bit Intel M 1.6 GHz processor. I have 502 MB of RAM and 30 GB of hard disk space free.

I don't care about frequent updates. I really care about speed. I don't need incredible Eye candy but I want it to slightly appeal to a windows user.

Whats my best Linux distro? Maybe Xubuntu, Lubuntu, Linux mint, Crunchbang... maybe even something else. Anybody?

I found Lubuntu very suitable for this purpose. My tests resulted in Lubuntu being more acceptable than Xubuntu in terms of response time and RAM usage on a IBM Dual 1GHz.

I tested other distros but they were too minimalist for unexperienced users.

What are your requirements?

If the speed is the only and the primary requirement you might be satisfied by using something like FreeDOS: this is definitely the fastest solution, but the question is whether you can run your software there (especially if you are bound to some propriatary software like Office etc.).

Just from the practical viewpoint I would recommend to install Ubuntu with your favorite X Window desktop environment and then optimize it for speed.

I personally use Ubuntu 10.04 LTS on my old Medion laptop (a german brand) with 512Mb RAM, 1.2 GHz CPU and 50GB HDD (that is quite close to your system). I did not need to optimize it somehow for speed and I just use GNOME as X Window system (the default). I am absolutely satisfied with the system performance and the Ubuntu repository for installing additional programs.
