Are there other apps that do it out of a browser that would work?

If it is in a browser is it just a silverlight setting?

No. The Netflix Instant Watch is only browser based, and it cannot be taken 'outside' of the browser.

My suggestion would be to load the player in one browser window, move that window to the other monitor and make it full screen there, and then continue 'working' in the other monitor.

You could defeat the DRM and watch using another app.

Google can be your friend here but I'm worried about geting my human rights violated by the DMCA if I told you how to do it.
