I'm running dual monitors on Windows 7. Is there a way to configure Fraps to record from a specific monitor?

Fraps isn't really meant to be a general purpose screen capture utility. It's meant for screen captures in games. Take a look at the Snipping Tool that is built into Windows 7.

I don't think he asked for taking screenshots. – mgutt Jul 1 '15 at 13:49

It's a tool used by most streamers so it's perfectly adapted to dual monitors. You can just choose to store the output as a local file instead of streaming it (or do both at the same time)
