According to Amazon's website their Kindle Personal Documents Service allows me to email PDF and HTML documents to my Kindle account to have them converted and imported as MOBI. However, the email addresses for this service are based on Kindle device identifiers and I don't have a Kindle; I'm just using the Windows Kindle application.

How can I import and convert personal documents into the Kindle application without a Kindle device?

Although it's possible import PDFs into the Kindle application, there is no official way to convert them or other documents to MOBI without a Kindle device. You must use third-party software such as Calibre to convert them for you.

I expect the Personal Documents Service to be updated soon to resolve this issue. This is a legacy of its device-based design from before update 3.3, when the cloud storage was added. Now that personal documents are supported on iOS devices, with support on more platforms coming soon, it seems inevitable that Amazon will add a way for non-Kindle owners to transfer documents to the service.
