Do you mean "What are some command line programs"? Windows 7 has scheduled tasks which fulfil the role of cron. –  Richard Jan 20 '12 at 8:46

You must use Task Scheduler, that is on:

Start->All programs->Accessories-> System tools.

And then here you can add a script or program that perform the required operation.
