I've got used to fact that even when I press Ctrl-Ф, [in standart cyrillic layout Ф is secondary for S], a GTK application treats that like Ctrl-S.

It's working almost anywhere in GTK apps, but not for QT apps or Java SWT apps (e.g. Eclipse). Any way to make these think that modifier key always sends US keycode?
