Are link layer properties on a local area network adapter cached?

Question

I changed the Local area connection properties for my N/W adapter:

• Link-Layer Topology Discovery Mapper I/O Driver, and
• Link-Layer Topology Discovery Responder

I expect to see changes in the machines I can see on my network, but I do not. I am wondering is there some cache that I have to clear out?
