I want to upgrade it to the 3.80 GHz. Can this be done?

I also need to know if I can run a 64 bit operating system on it?

Well - cross-referencing the Intel Specs for the i915 chipset and the Dell documentation on the possible configurations of the system, it is possible that you could drop in the 3.8 GHz Pentium 4 processor(670 is the model number). I would make sure that you have the latest BIOS from Dell installed. This CPU is also 64bit - though the i915 chipset might have issues with 4GB of RAM if you plan on upgrading (which you should).

Just be warned, there are some cases where it may not work if Dell opted for a slightly different motherboard / BIOS with the Celeron configuration.

It appears that you can get refurb / used CPU's for around $26 and if you go for new - you are looking around $115. I would look at upgrading the RAM as well - just remember, you are working with 7 year-old hardware so don't spend too much because you are likely better off with getting either a used system of newer vintage or a brand new system for a reasonable price and probably be happier with the speed boost.
