Does anyone know of a database package like access or openoffice-base with a http frontend rather than a software client?

Mysql has a web based front end in phpmyadmin. There's also phpgadmin for postgres. Both will need a web server capable of php however, but having some form of interpreted or executed software on the server end would be essential for what you have in mind.
