I have found a number of alternatives that will do some of the things Flash did but I want something that I can build cartoon animations in.

Are there any other programs that utilize vector graphics for drawing with a basic timeline?

Please consider updating your question with a list of alternatives you have considered and reasons for rejecting each - this will save people wasting time suggesting things that you have already rejected. P.S. Googling for HTML5 has some interesting results. –  RedGrittyBrick Apr 16 '12 at 11:29

@RedGrittyBrick, I don’t’ have a list of alternatives and I’m extremely well versed in HTML5. The only elements of a website I used Flash for was cartoon style animation like the frog on the home page of one of my websites www.fnesse.com. Building something like that in Flash is very easy and just as easy to place into a website! What I don’t want to is spend time trying out all the numerous software packages that claim they can do this sort of thing, that’s why I’ve asked the question here. –  user128528 Apr 17 '12 at 2:24
