I am making an Interactive DVD for the Students, Since it is for sale i do not want it to be copied. I can not buy expensive SW as i have to keep my costs Low. Can anybody suggest any freeware tools to do so.

There is some security thinking that if it is not with you, it's not yours anymore. So, if you give everything in the DVD / CD / pendrive / book / whatever, you can't prevent it from being copied, photographed, audio-recorded...
To achieve what you want you have to make sure that some part of the software isn't in the DVD / CD, but is on your control. There are two ways of doing that:
1st - using internet. For example, you're creating a software, and you can make it access some site, and validate itself there. Could be a "ask for login / password, verify it in the site, if ok keep using the software from the DVD". That way some part of the software (the login) will be under your control.
2nd - use some specialized hardware. There are some tokens, smart cards, etc, that can't be open without damaging it. You put some processing inside the smartcard, your software access it, validates itself, and then is used by the user.
But both solutions have problems, drawbacks, special cares, etc. So it's not that easy to make it.
